Building Permits

The City of Houston will review all permit applications for compliance with the City Code.  A link to the City Code and New Ordinances can be found under the Administrative tab of this website.  You will be notified if  you need  a Variance or Conditional Use Permit for your project.

The City of Houston has also adopted the MN State Building Code.  The City contracts with CMS Inspections to review and inspect projects for compliance with the building code.

Electrical permits must be arranged through the MN State Electrical Inspector.

 

Permit Application:

An owner who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any gas, mechanical, electrical, plumbing system, or other equipment, the installation of which is regulated by the code; or cause any such work to be done, shall first make application for permit.

All fences over 30" need a permit (no fee unless the fence is over 6' in height).

Please print the appropriate forms from the list below or stop in to City Hall for copies.

All contractors must be licensed by the State of Minnesota unless they qualify for a specific exemption.  If the homeowner is completing the work for their own use, the Self Waiver Form must be submitted with the application.

The following permits have a flat fee of $62.50 and do not require plans:

     Roofing, Siding, Windows (same size replacement), Doors (same size replacement), Furnace, Unit Heaters, AC, Water Heater, Fireplace/Stove, Gas Insert, Gas Line.

Demolition permits are a flat fee of $175

All other improvements require 2 sets of plans which include footing, foundation, wall & roof details.  CMS will release permit after energy calculations, makeup and combustion air calculations and energy compliance certificate are approved.  All buildings other than one and two-family dwellings require architectural and/or structural engineering certifications.  Permit fees are based on valuation established from State of MN data sheets.

(sample fees: $20,000 garage = $216, $100,000 house = $614.50, $250,000 house = $1,176.75)

 

Inspections:

Inspections for flat fee permits typically include one final inspection. 

Inspections for a new structure typically include: 

     Footing/foundations, poured foundation, back fill, plumbing rough-in below ground, mechanical rough-in, heat/vent, in-floor heat, radon, framing, plumbing rough-in above ground, fireplace rough-in, insulation, finals
